On Monday, April 28th we invite teachers and paras who have received
layoff notices to join a delegation to the San Francisco ControllerÕs
Office for a briefing in Room 305.

The purpose of the delegation is to learn the reasoning behind the San
Francisco ControllerÕs calculation of the CityÕs Rainy Day Fund. Today
it was reported in the San Francisco Chronicle that the ControllerÕs
office is going to release approximately $18 to $19.7 million from the
Rainy Day Fund to the SFUSD.

At this time, the Rainy Day FundÕs balance is approximately $122
million, 25% of which ($30.5 million), or the actual loss, can go to San
Francisco schools.

Although we very much appreciate the efforts put forward by Mayor
Newsom, the Board of Supervisors, and the ControllerÕs office to secure
this money, we need to know how the ControllerÕs office came up with a
figure that is over $12 million less than the maximum.

With our jobs and our livelihoods at stake, we have no choice but to
leave no stone unturned.

Following the meeting with the Controller, we will attend a community
forum at Sanchez Elementary School, sponsored by the San Francisco
Organizing Project. We will give a report back about our delegation to
the Controller, and will participate in the community conversation to
plan next steps.

The community meeting at Sanchez Elementary School (325 Sanchez St.
between 16th & 17th streets) is set to begin at 5:00 p.m.

Schools to Receive Rainy Day Funds
April 25, 2008 (San Francisco) - The San Francisco Unified School
District (SFUSD) learned today that it will be receiving between $18
and $19 million from the cityÕs rainy day fund.
The figure was determined by the cityÕs ControllerÕs Office with a
formula that may be adjusted after May 14 when the Governor will issue
his revised budget proposal to all California school districts.
SFUSD Superintendent Carlos Garcia is pleased with the announcement,
but he remains cautious.
ÒThis generous support brings us closer to restoring our schools to
their current level of funding,Ó says Garcia. ÒHowever, even with the
rainy day fund, our budget may still be short at least $13 million.Ó
The rainy day fund is short-term relief, and the amount announced today
is lower than hoped. The district may have to ask for rainy day funds
again next year unless state level funding improves.
The GovernorÕs current budget proposal was announced in January. It cut
$40 million from SFUSD, approximately 8% of the districtÕs budget.
Since then, officials have been piecing together funding and planning
layoffs to make up for the projected shortfall.
In March, the school district gave notice of possible layoffs for 535
teacher and other certificated staff positions. Since then, however,
150 of those jobs have been restored based on current employee
attrition.
Deputy Superintendent Myong Leigh says more of those notices may now be
rescinded.
ÒOur goal is to rescind as many layoffs as possible, but itÕs too soon
to tell exactly how many jobs we can restore,Ó says Leigh. Final
determination will be made by May 8.
Leigh adds that, before the proposed cuts, state funding was already
insufficient for SFUSD to continue improving public education in San
Francisco.
ÒWe will continue to pressure the state to restore adequate funding for
schools because we need to improve, not just maintain, our current
level of funding. Ò

strategies, in addition to staff who have perfected several identified
classroom strategies, to conduct monthly provide professional
development, and monitor their implementation.

Key Strategy 1: Utilize both Shool Site and SFUSD professional
development in key instructional strategies, and monitor their
implementation.
· Within first six weeks the administration and school site staff will
list and prioritize professional development needs at grade level and
department meetings. Using this and additional information from various
SFUSD departments and programs regarding mandated and recommended
topics , a year long calendar of professional development will be
developed and implemented with appropriate input from faculty/staff and
UBC/ADM through grqade level faculty .

Key Strategy 1: Utilize both in-house and outside expertise to provide
professional development in key instructional strategies, and to
monitor their implementation.
Within the first 6 weeks, grade level and department level teams will
list and prioritize site professional development needs, with
additional recommended and mandated training activities to be included
through out the school year.
Staff will conduct staff training workshops, with topics to include
differentiation of instruction, Spec. Ed. modifications and grading,
checking for understanding, non-linguistic representations,
think-pair-share, Òbest practicesÓ student engagement instructional
strategies, and/or others as determined by staff needs.
Differentiation of instruction will be appropriately incorporated
school-wide, and will be a continuing topic for common planning within
grade levels and departments. Best practices will be shared with the
whole staff at faculty professional development meetings
At the start of the school year, teachers will be provided data on the
individual identified learning needs and test scores of the students in
each class so as to assist with planning of appropriate differentiated
instruction.
The librarian and other qualified staff will offer technology and
information literacy workshops and trainings, so that teachers are
comfortable using computers and internet for instruction.

Volunteer to Help Pass Proposition A

You can do your part to help pass Proposition A by coordinating with
colleagues at your school site to choose a night to phonebank and a day
to precinct walk. Our goal is to have each school site sign up for at
least one phonebank night and one precinct walk day. Details below:

Phone Bank

Every week UESF will run a phonebank Monday-Thursday through the June
3rd election day. Each phonebank will take place at the UESF office
(2310 Mason St. [map]) from 5:00-7:30 p.m. Dinner will be provided.

Neighborhood Precinct Walk

Join Our First Precinct Walk for Proposition A
- Saturday, April 5
Every Saturday through June 3rd UESF will hold a neighborhood precinct
walk. We will meet at Civic Center Secondary School (727 Golden Gate
Ave. [map] Ð Parking from McAllister St.) at 9:30 a.m. and fan out to
targeted neighborhoods throughout the city. The walks will generally
last until approximately 1:00 p.m.

DonÕt worry if youÕve never participated in a neighborhood walk. Strong
coffee, a light breakfast, and training will help get you up to speed.

Bring your co-workers and parents from your school.

Layoff Hearings Update
UESF Successful in Helping to Get 150 Teacher Layoff Notices Rescinded
======================================================================
The layoff hearings ended one day sooner than expected. The purpose of
the hearings was to make sure that SFUSD followed its obligations under
the Education Code in determining the order in which layoffs are to be
made.

During the hearings, the following points were raised by UESF and
accepted by the Administrative Law Judge.

* CDP teachers should not be on the list.
* Some teachers were listed in the wrong job categories.
* Several teachers were not given credit for their full seniority.
* Some of the layoffs and rescinded layoffs were taken out of order,
each time saving one more personÕs job.
* Seniority dates for certain tenure track employees had to include
service as temporary teachers.
* Core Substitute and Site Support Substitute teachers are, in fact,
tenure track teachers under the recent Bakersfield decision.

The Administrative Law Judge is still considering if BCLAD credentials
will count for an additional ÔpointÕ in tie-breaking.

Taking these arguments by the union into consideration, SFUSD agreed to
rescind 150 of the nearly 690 notices that they had sent out.

The district will forward the final list of rescinded layoff notices to
the union and the union will update the members at that time. (As of the
time this email was sent, we are still awaiting the lists).

The findings will now be presented by the Administrative Law Judge to
the Board of Education for consideration in official layoffs. The
Administrative Law Judge must report her findings to the Board of
Education in sufficient time for the Board to act. The Board must take
final action on layoffs by May 15th.

YEAR WORKSHOPS.I WILL REQUEST MS HEPPERLY TO HAVE SOMEONE FROM THE
AVID PROGRAM TO SPEAK AT ONE OF OUR MARCH FACULTY MEETINGS.
M.MCCACHREN: WE HAVE DIFFICULTY MOVING STUDENTS FROM THE LOWER
QUARTILE. OUR SITE ALSO HAS A HISTORY OF SIGNING UP FOR PROGRAMS AND
NEVER BEING PROVIDED THE SUPPORT WE WERE PROMISED BUT BEING REQUIRED TO
DO ALL THE WORK.WE DO NOT NEED ANYMORE OF THESE FLASH IN THE PAN OR ONE
SHOT WONDER PROGRAMS THAT GET TRIED THEN GET STUFFED IN THE CLOSET. OUR
SITE HAS A HISTORY OF THESE PROGRAMS AND THE MATERIALS TO PROVE IT
.THESE PROGRAMS CANÕT BE PERCEIVED BY STUDENTS AS AVID CLASSES FOIR
DUMMIES OR PART OF ONE OF THE DISTRICTS ANNUAL 5 YEAR PLANS WHICH ARE
NEVER FOLLOWED THROUGH ON.

THE END OF THE SCHOOL YEAR, WE ONLY GIVEN ADDITIONAL PAPERWORK AND WORK

Buddy Room:
USED FOR LESSER INFRACTIONS WHICH MAY DISRUPT THE CLASSROOM, BUT ARE

· It was agreed that in most circumstances buddy rooms should be in
close proximity to each other to prevent hallway disruptions.
· There should be flexibility in cases where special Ed and general Ed
teacher have an agreement or in case of absence of teachers. No student
should be sent to a buddy room when teacher is absent.
· Security guards must constantly patrol classroom areas through out
school day and look in on teachersÕ classes occasionally to show a
presence.
· The administration must provide a detention room and staff it with
peer resource person, security guards, student advisors only using
counselors as a last resort. Location of buddy room must be within
building as in room 101 if possible.
· The library is not a buddy room, nor place to send disruptive
students without librarianÕs permission.

Layoff Hearings
===============
The layoff hearings will be held on April 8, 9 and 10, at the Everett
Middle School Auditorium from 4:00 p.m. to 8:00 p.m. Everett MS is
located at 450 Church Street, between 16th and 17th Streets. We
encourage all laid-off teachers to attend all three days so as to be
available to correct factual errors and to introduce testimony on their
behalf or on the behalf of others.

Any respondent in the layoff hearings should attend all three days of
the hearings regardless of the scheduling of the BTSA sessions.
Counsel for the San Francisco Unified School District has acknowledged
that the layoff hearings have priority over any BTSA session. The
district just informed UESF that the BTSA meetings scheduled for
Tuesday and Wednesday of next week are canceled. All teachers will be
notified on Monday of the cancellation of these two sessions.

Volunteer to Help Pass Proposition A

You can do your part to help pass Proposition A by coordinating with
colleagues at your school site to choose a night to phonebank and a day
to precinct walk. Our goal is to have each school site sign up for at
least one phonebank night and one precinct walk day. Details below:

Phone Bank

Every week UESF will run a phonebank Monday-Thursday through the June
3rd election day. Each phonebank will take place at the UESF office
(2310 Mason St. [map]) from 5:00-7:30 p.m. Dinner will be provided.

Neighborhood Precinct Walk

Join Our First Precinct Walk for Proposition A
- Saturday, April 5
Every Saturday through June 3rd UESF will hold a neighborhood precinct
walk. We will meet at Civic Center Secondary School (727 Golden Gate
Ave. [map] Ð Parking from McAllister St.) at 9:30 a.m. and fan out to
targeted neighborhoods throughout the city. The walks will generally
last until approximately 1:00 p.m.

DonÕt worry if youÕve never participated in a neighborhood walk. Strong
coffee, a light breakfast, and training will help get you up to speed.
