Update on Delegation to the Controller's Office

Monday, April 28 - 3:45 p.m. - City Hall
On Monday, April 28th we invite teachers and paras who have received
layoff notices to join a delegation to the San Francisco ControllerÕs
Office for a briefing in Room 305.
The purpose of the delegation is to learn the reasoning behind the San
Francisco ControllerÕs calculation of the CityÕs Rainy Day Fund. Today
it was reported in the San Francisco Chronicle that the ControllerÕs
office is going to release approximately $18 to $19.7 million from the
Rainy Day Fund to the SFUSD.
At this time, the Rainy Day FundÕs balance is approximately $122
million, 25% of which ($30.5 million), or the actual loss, can go to San
Francisco schools.
Although we very much appreciate the efforts put forward by Mayor
Newsom, the Board of Supervisors, and the ControllerÕs office to secure
this money, we need to know how the ControllerÕs office came up with a
figure that is over $12 million less than the maximum.
With our jobs and our livelihoods at stake, we have no choice but to
leave no stone unturned.
Following the meeting with the Controller, we will attend a community
forum at Sanchez Elementary School, sponsored by the San Francisco
Organizing Project. We will give a report back about our delegation to
the Controller, and will participate in the community conversation to
plan next steps.
The community meeting at Sanchez Elementary School (325 Sanchez St.
between 16th & 17th streets) is set to begin at 5:00 p.m.

Schools to Receive Rainy Day Funds
April 25, 2008 (San Francisco) - The San Francisco Unified School
District (SFUSD) learned today that it will be receiving between $18
and $19 million from the cityÕs rainy day fund.
The figure was determined by the cityÕs ControllerÕs Office with a
formula that may be adjusted after May 14 when the Governor will issue
his revised budget proposal to all California school districts.
SFUSD Superintendent Carlos Garcia is pleased with the announcement,
but he remains cautious.
ÒThis generous support brings us closer to restoring our schools to
their current level of funding,Ó says Garcia. ÒHowever, even with the
rainy day fund, our budget may still be short at least $13 million.Ó
The rainy day fund is short-term relief, and the amount announced today
is lower than hoped. The district may have to ask for rainy day funds
again next year unless state level funding improves.
The GovernorÕs current budget proposal was announced in January. It cut
$40 million from SFUSD, approximately 8% of the districtÕs budget.
Since then, officials have been piecing together funding and planning
layoffs to make up for the projected shortfall.
In March, the school district gave notice of possible layoffs for 535
teacher and other certificated staff positions. Since then, however,
150 of those jobs have been restored based on current employee
attrition.
Deputy Superintendent Myong Leigh says more of those notices may now be
rescinded.
ÒOur goal is to rescind as many layoffs as possible, but itÕs too soon
to tell exactly how many jobs we can restore,Ó says Leigh. Final
determination will be made by May 8.
Leigh adds that, before the proposed cuts, state funding was already
insufficient for SFUSD to continue improving public education in San
Francisco.
ÒWe will continue to pressure the state to restore adequate funding for
schools because we need to improve, not just maintain, our current
level of funding. Ò

HAVE ANSWERS YET ON IF WE WILL HAVE FULL TIME OR PART TIME TEACHERS
TEACHING CERTAIN CLASSES AT DIFFERENT GRADE LEVELS NEXT YEAR. EXAMPLE
GIVEN OF 8TH GRADE MATH SCIENCE CLASSÉ.ETC. FUNDING LIMITS , LAY OFFS,
TEACHER TURNOVER, REQUESTS WE HAVE RECEIVED FROM TEACHERS, AND CLASS
LISTS FOR NEXT YEAR WILL ALL HAVE INFLUENCE ON THIS . THE MAATER
SCHEDULE IS DRIVEN BY STUDENTS AS ARE ASSIGNMENTS AND ELECTIVES. MR
GALGANO,PLEASE SHARE YOUR SCHEDULE WITH US FOR REVIEW.

ADDITIONAL UBC/ADM MEETING MAY 16, WITH THE ONLY TOPIC BEING RESOLVING

ANSWERED IS THAT OF THE TEACHERS WHO WILL BE RETURNING WILL THEY BE
TEACHING THE SAME SUBJECTS AT THE SAME GRADE LEVEL.
A.BROWN: IT IS VERY DIFFICULT FOR A TEACHER TO SWITCH EVEN GRADE LEVELS
AS I FOUND THIS YEAR. THUS TEACHERS SHOULD BE ALLOWED TO TEACH THE SAME
SUBJECT AT THEIR CURRENT GRADE LEVEL ,IF STUDENT SUCCESS IS OUR
PRIORITY.SO WE NEED THIS CONTINUITY TO MAINTAIN AND IMPROVE SUBJECT
MATTER.
G.CHO: I UNDERSTAND THE DIFFICULTY AND I HAVE NO PROBLEM WITH THE MAY
16 UBC/ADM MEETING
J.GALGANO: IT WAS STATED THAT I CHANGED THE MAY PROPOSED CPT CALENDAR.
I DID NOT THE THE ADMINISTRATOR AND THE UBC AT OUR LAST UBC/ADM MEETING
AGREED TO MOVE THE GRADE LEVEL MEETINGS FROM THE FIRST TUESDAY OF MAY
TO THE THIRD TUESDAY IN MAY TO AVOID HAVING MEETINGS DURING TEST WEEK.
IF YOU WANT TO CHANGE THAT BACK THEN REQUEST TO MOVE IT BACK.

J.GALGANO: ANOTHER CONCERN THE PAST TWO WEEKS AHS BEEN PARENT CONDUCT
EITHER ACCOSTING STAFF IN THE PARKING LOT ,CALLING TEACHERS AND MAKING
THREATENING REMARKS ON THE PHONE DURING CLASS TIME, OR ENTERING
CLASSROOMS WITHOUT NOTICE OR TEACHER PERMISSION AND THEN DISRUPTING THE
CLASSROOM. PARENTS MUST BE INFORMED OF APPROPRIATE WAYS TO MMET AND
CONDUCT THEMSELVES AS WELL AS THE LAWS PROTECTING TEACHERS FROM THESE
DISRUPTIONS AND ASSAULTS.
M.HARPER: I BELIEVE A MORE POSITIVE APPROACH ALONG WITH THIS
INFORMATION SHOULD BE DEVELOPED AND COMMUNICATED.
J.GERBER: WE SHOULD DEVELOP A SHEET WHICH DESCRIBES THE STEPS TO
MEETING WITH PARENTS DURING SCHOOL TIME, AFTER SCHOOL AS WELL AS THE
WAY TO CONDUCT THEMSELVES IN FRONT OF STUDENTS SO IT WILL NOT DISRUPT
THE CLASSROOM.
J.GALGANO: MR HARPER WILL YOU WORK WITH MS GERBER AND MYSELF TO CREATE
THIS SHEET TO PRESENT AT OUR NEXT UBC/ADM MEETING.
M.HARPER: YES, I WILL WORK WITH YOU BOTH ON THIS PARENT REMINDER.
J.GERBER: WE HAD A MAILING FROM A PARENT REGARDING WHY WE DID NOT APPLY
FOR THE GRANT FOR A WELLNESS CENTER AS PASSED IN OUR NEW SCHOOL SITE
PLAN.
J.GALGANO: IT WAS STATED BY THIS PARENT WE WOULD HAVE RECEIVED TWO
L.S.P. STAFF PERSONS AND A SCHOOL NURSE IF WE AGREED TO THIS GRANT.
J.GERBER: WOULD YOU PLEASE EXPLAIN WHY OUR SCHOOL SITE DID NOT APPLY
FOR THIS WELLNESS CENTER GRANT.
G.CHO: I CHOSE NOT TO AGREE TO IT BECAUSE IT REQUIRED US TO PROVIDE
SPACE OF CERTAIN DIMENSIONS, AND OTHER STRICT REQUIREMENTS I DECIDED WE
COULD NOT MEET THIS YEAR.
