Volunteer to Help Pass Proposition A

You can do your part to help pass Proposition A by coordinating with
colleagues at your school site to choose a night to phonebank and a day
to precinct walk. Our goal is to have each school site sign up for at
least one phonebank night and one precinct walk day. Details below:

Phone Bank

Every week UESF will run a phonebank Monday-Thursday through the June
3rd election day. Each phonebank will take place at the UESF office
(2310 Mason St. [map]) from 5:00-7:30 p.m. Dinner will be provided.

Neighborhood Precinct Walk

Join Our First Precinct Walk for Proposition A
- Saturday, April 5
Every Saturday through June 3rd UESF will hold a neighborhood precinct
walk. We will meet at Civic Center Secondary School (727 Golden Gate
Ave. [map] Ð Parking from McAllister St.) at 9:30 a.m. and fan out to
targeted neighborhoods throughout the city. The walks will generally
last until approximately 1:00 p.m.

DonÕt worry if youÕve never participated in a neighborhood walk. Strong
coffee, a light breakfast, and training will help get you up to speed.

Bring your co-workers and parents from your school.

Layoff Hearings Update
UESF Successful in Helping to Get 150 Teacher Layoff Notices Rescinded
======================================================================
The layoff hearings ended one day sooner than expected. The purpose of
the hearings was to make sure that SFUSD followed its obligations under
the Education Code in determining the order in which layoffs are to be
made.

During the hearings, the following points were raised by UESF and
accepted by the Administrative Law Judge.

* CDP teachers should not be on the list.
* Some teachers were listed in the wrong job categories.
* Several teachers were not given credit for their full seniority.
* Some of the layoffs and rescinded layoffs were taken out of order,
each time saving one more personÕs job.
* Seniority dates for certain tenure track employees had to include
service as temporary teachers.
* Core Substitute and Site Support Substitute teachers are, in fact,
tenure track teachers under the recent Bakersfield decision.

The Administrative Law Judge is still considering if BCLAD credentials
will count for an additional ÔpointÕ in tie-breaking.

Taking these arguments by the union into consideration, SFUSD agreed to
rescind 150 of the nearly 690 notices that they had sent out.

The district will forward the final list of rescinded layoff notices to
the union and the union will update the members at that time. (As of the
time this email was sent, we are still awaiting the lists).

The findings will now be presented by the Administrative Law Judge to
the Board of Education for consideration in official layoffs. The
Administrative Law Judge must report her findings to the Board of
Education in sufficient time for the Board to act. The Board must take
final action on layoffs by May 15th.

BEEN APPROVED. WE NEED TOTAL BUY IN FROPM FACULTY AND STAFF. TEACHERS
HAVE DISCUSSED THAT THEY WANT TO HAVE GRADE LEVEL READING COURSES AND
ELECTIVES TO MEET STANDARS OF STUDENTS. DURING THE FIRST SIX WEEKS WE
ARE LOOKING AT IMPLEMENTING SECOND STEP ACCORDING TO SFUSD
REQUIREMENTS. ON TOP OF THIS WE ARE LOOKING AT LAY OFFS THAT WILL
AFFECT OUR SITE. SO NONE OF THIS IS STILL REALLY CLEAR.
G.CHO: I LOOK AT IT THIS WAY. I DO NOT SOMEONE FROM OUTSIDE TO TELL US
I WANT YOU TO DO THIS OR THAT. THESE PROGRAMS NEED TO BE FLESHED OUT

PROGRAMS TO SPEAK TO FACULTY DURING THESE FACULTY MEETINGS ,TO CLARIFY
THE SE PROGRAMS TO FACULTY, AND ALLOW AN AIRING OF QUESTIONS AND
CONCERNS.MARCH 1ST, 2008 ,THERE WILL BE AN AVID TRAINING. THEN THERE IS
SUPPOSED TO BE A WEEK LONG SUMMER TRAINING AS WELL AS Additional SCHOOL
YEAR WORKSHOPS.I WILL REQUEST MS HEPPERLY TO HAVE SOMEONE FROM THE
AVID PROGRAM TO SPEAK AT ONE OF OUR MARCH FACULTY MEETINGS.
M.MCCACHREN: WE HAVE DIFFICULTY MOVING STUDENTS FROM THE LOWER
QUARTILE. OUR SITE ALSO HAS A HISTORY OF SIGNING UP FOR PROGRAMS AND
NEVER BEING PROVIDED THE SUPPORT WE WERE PROMISED BUT BEING REQUIRED TO
DO ALL THE WORK.WE DO NOT NEED ANYMORE OF THESE FLASH IN THE PAN OR ONE
SHOT WONDER PROGRAMS THAT GET TRIED THEN GET STUFFED IN THE CLOSET. OUR
SITE HAS A HISTORY OF THESE PROGRAMS AND THE MATERIALS TO PROVE IT
.THESE PROGRAMS CANÕT BE PERCEIVED BY STUDENTS AS AVID CLASSES FOIR
DUMMIES OR PART OF ONE OF THE DISTRICTS ANNUAL 5 YEAR PLANS WHICH ARE
NEVER FOLLOWED THROUGH ON.
J.GALGANO: WE WERE VOLUNTERED INTO THE CARBO READING PROGRAM AND
OFFERED ALL THIS MONEY ,TRAINING AND MATERIALS. WE WERE NEVER PROVIDED
THE TRAINING THIS PROGRAM REQUIRED, NEVER RECEIVED THE MATERIALS UNTIL
THE END OF THE SCHOOL YEAR, WE ONLY GIVEN ADDITIONAL PAPERWORK AND WORK
REQUIREMENTS. THIS L;EAD OUR SCORES TO DECLINE AND WE WEN INTO THE
S.A.I.T. PROGRAM AND ITS HORRORS.

Uniform:

a. If students entering room with non-uniform sweater:
1. Students asked to remove garment.
2. If they refuse given referral as defiance and sent to attendance
office.

4. STUDENT WILL NOT BE REMOVED FROM CLASS FOR THIS EXCEPT IN CASES OF
OPEN DEFIANCE, WHICH DISRUPT THE CLASS.
UNIFORM POLICY: Preventative measures:

Buddy Room:
USED FOR LESSER INFRACTIONS WHICH MAY DISRUPT THE CLASSROOM, BUT ARE
NOT OPEN DEFIANCE
· It was agreed that in most circumstances buddy rooms should be in
close proximity to each other to prevent hallway disruptions.
· There should be flexibility in cases where special Ed and general Ed
teacher have an agreement or in case of absence of teachers. No student
should be sent to a buddy room when teacher is absent.
· Security guards must constantly patrol classroom areas through out
school day and look in on teachersÕ classes occasionally to show a
presence.
· The administration must provide a detention room and staff it with
peer resource person, security guards, student advisors only using
counselors as a last resort. Location of buddy room must be within
building as in room 101 if possible.
· The library is not a buddy room, nor place to send disruptive
students without librarianÕs permission.

· IN SCHOOL SUSPENSION AND/OR AFTERSCHOOL OPPORTUNITY ROOM CONSEQUENCE
SHALL BE SUPERVISED BY APPROPRIATE ONSITE AND AFTERSCHOOL STAFF
· STUDENTS SHALL BE REQUIRED TO COMPLETE TEACHER PROVIDED WORKSHEETS
AND/OR SECOND STEP LESSONS SUPERVISED ISS COUNSELORS AND/OR OTHER
CERTIFICATED STAFF (THOSE WHO USE THEIR PREPARATION PERIOD WILL BE
COMPENSATEDFOR THEIR TIME)
· ADMINISTRATION WILL RESTRUCTURE COUNSELLING OFFICE AND PLACE ONLY
STUDENTS NEEDING COUNSELOR ASSISTANCE IN THE COUNSELLING OFFICE
· STUDENT REQUIRING ISS CONSEQUENCE WILL BE PLACED IN HOUSE SUSPENSION
ROOM FOR THIS CLASS TIME PERIOD
· REFERRED STUDENTS SHALL BE PLACED IN DESIGNATED IN SCHOOL SUSPENSION
ROOM TO COMPLETE INCIDENT REPORTS, TEACHER SHALL PROVIDE WORKSHEETS,
WRITTEN REFLECTIONS AND/OR SECOND STEP LESSON WORKSHEETS TO PROMOTE
DEVELOPMENT OF AND ADHERENCE TO EXPECTED APPROPRIATE BEHAVIORS.
CURRENT SCHOOL POLICY***
SAFELY WALKING FROM PE AND LUNCH AND/OR TO CLASS IN THE HALLWAYS
Calmly walk and talk in halls to ensure safe transitions from place to
place.
1. Warning.
A. Require that the student go back and return safely.
B. Ignoring a request to change behavior is DEFIANCE
If repeated incidences have occurred, a Referral should be sent to the
Office.
PREVENTATIVE MEASURES:
A. Teachers model talking calmly and quietly.
B. Teachers with one foot inside and one foot outside of classroom
during passing periods.
C. An adult needs to be present at the intersection in front of the
library at all passing periods.

CURRENT POLICY-
Electronic devices (cassette/cd players, radios, headphones, beepers,
etc.) are not to be brought to school.
1. Warning.
2. Confiscate, next time to main office.
3. Confiscate, send to main office, return to parent.
4. Confiscate, send to main office, return to parent in June.
PREVENTATIVE MEASURES
A. Allow students to listen to their music (through teacher/school
equipment); lyrics must be appropriate to school language standards.

1) ASSISTANT PRINCIPAL WILL REVIEW AND THEN REVISE IN SCHOOL SUSPENSION
REQUIREMENTS WITH COUNSELORS AND THEN REVISIT WITH UBC AT UBC/ADM
MEETING FOR FINAL APPROVAL (STILL NOT DONE 4/7/08)
2) ASSISTANT PRINCIPAL WILL DEVELOP IN SCHOOL SUSPENSION ROOM STAFFING
SCHEDULE WITH COUNSELORS AND THEN PRESENT TO UBC AT UBC/ADM MEETING FOR
FINAL AGREEMENT (STILL NOT DONE 4/7/08)
3) UBC/ADM AGREE THAT UNTIL ADDITIONAL IN SCHOOL SUSPENSION ROOM
STAFFING IS FOUND AND/OR AGREED TO COUNSELORS, WHOSE JOB DESCRIPTION
INCLUDES DISCIPLINE DOMAIN WILL BE UTILIZED FOR 2007-2008 TO STAFF THE
IN SCHOOL DETENTION ROOM ACCORDING TO SCHEDULE DEVELOPED BY ASSISTANT
