Frequently Asked Questions
Executive Board & Labor Council Elections

The following are some of the most frequently asked questions about the
upcoming UESF Executive Board and Labor Council elections, along with
their answers.

Q: Who is allowed to vote in the election?

A: All active certificated and classified members may vote for all
Executive Board and Labor Council positions. All retired members may
vote for Labor Council positions. Due to recent changes in the UESF
bylaws, however, retired members who are not working, as substitutes
are not allowed to vote for Executive Board positions.

Q: How can I find out which candidates are running in this election?

A: There is a list of candidates at the end of this email, and also on
the union's website (Candidate List).

Q: How can I learn more about the candidates?

A: A statement of up to 50 words for each candidate, listed
alphabetically, will be included with the ballots. Candidates have also
been invited to submit longer statements of up to 300 words, which will
be linked to the union's website after approximately April 13.
Candidates for the officer positions of Executive Board will make short
presentations at a forum on Tuesday, April 21, at 5 PM, in the Civic
Center Secondary school auditorium. In addition, individual candidates
may put campaign leaflets in your mailbox at work.

Q: What if I know only a few or even only one of the candidates? Can I
vote for just a few people, or even just one?

A: Yes.

Q: How do I actually vote?

A: Ballots will be mailed to the homes of all union members on or
before April 24. You must use a #2 pencil to mark the ballot cantons,
which will be counted by machine. When you're finished marking the
ballot, you place it in an internal envelope (for privacy) and place
that envelope in a postage-paid mailing envelope (also included). You
must sign on the signature line on the back of the mailing envelope;
ballots in unsigned envelopes will not be counted. These instructions
will be included with the ballot packets.

Q: What should I do if I don't get a ballot and I want to vote?

A: If you haven't received a ballot by Wednesday, April 29, call the
UESF office at 956-8373 to ask for a replacement ballot. If your
original ballot arrives after you receive the replacement, you may vote
using either the original or the replacement. Do NOT send in both
ballots. If you send in both, neither will be counted.

Q: What should be in my ballot packet, and what should I do if anything
is missing?

A: Each ballot packet should contain: one page of voting instructions,
including a numbered list of candidates; one ballot scant Ron slip; a
ballot envelope; a postage-paid mailing envelope; and one or two sheets
containing candidates' statements for Executive Board and Labor
Council. (Statements and candidate lists included will depend on the
individual voter's eligibility, i.e. the individual voter will receive
in her/his packet only the lists and statements of those candidates for
whom that voter is eligible to vote.) The Election Committee and other
volunteers will assemble more than 6000 ballot packets, partly by hand,
so it's likely that a few mistakes will occur. If there is a problem
with your ballot packet, call the UESF office at 956-8373.

Q: How can I make sure my ballot arrives in time to be counted?

A: Make sure you mail your ballot at least 5 working days before the
Friday, May 15, deadline (i.e., on or before May 8) to give the Postal
Service plenty of time to do the extra processing needed for
postage-paid mail. After every election there are some ballots that
arrive too late to be counted, despite being posted before the
deadline. If you can't mail the ballot before May 8, it's safer to hand
deliver it to the UESF office, on Mason Street between Bay and
Francisco. This can be done ONLY on Friday, May 15, between 8:30 AM and
5 PM.

Q: Does the union give my phone number, address, or email address to
candidates, so they can send me campaign materials?

A: No, UESF never gives out any of this information about any member to
anyone. Lists of members by name and work site only are available for
viewing by candidates at the UESF office, but cannot be photocopied.
Our election guidelines also state that phone numbers, addresses, and
email addresses acquired from the school district cannot be used for
campaign purposes.

Q: What happens to my ballot after I mail it in?

A: All ballots will go into a US Postal Service safe and will be kept
there until the morning of Friday, May 15, when Election Committee
members will pick up the ballots and take them to the UESF office.
There the Committee will sort the envelopes alphabetically, verify
membership, and check for duplicates and unsigned envelopes. The
ballots will then be sealed in locked ballot boxes and placed in a
locked room over the weekend. On Monday, May 18, the outer and inner
envelopes will be cut open and the outer envelopes set aside. The
ballots will then be removed and tallied by machine, after which the
results will be announced.

Q: Can anyone watch the ballot processing and counting?

A: Any union member is welcome to observe any or all steps in the
process.

SFUSD to Rescind Most Teacher Layoffs

The district has informed UESF that they will rescind most of the
planned teacher layoffs. Last month the Board of Education authorized
layoffs of the equivalent of 506 teachers and administrators. Today the
SFUSD plans on sending out letters officially rescinding layoffs for
most of them.

The rescissions come on the heels of assurances from the City of San
Francisco that the SFUSD will receive upwards of $23 million from the
Rainy Day Fund. Thank you to the many UESF members who wrote letters
and demonstrated to get the city to commit the funds early.

Unfortunately, the SFUSD is proceeding with the layoffs of four
categories of teachers and dozens of paraprofessionals. The teacher
layoffs include:

* 3 High School Vocational Education computer teachers
* 12 JROTC teachers
* 15 Core substitute teachers
* 39 Site Support substitute teachers

The JROTC and Vocational Education teachers are being laid off not
because of the budget, but because of the elimination of their
programs. A motion to restore the JROTC program is currently before the
Board of Education.

The SFUSD routinely sends layoff notices to site support substitutes.
In many years Core substitutes also receive notices. Typically the
district rehires these folks the following year. This year, however,
because of the budget cuts, we cannot be certain that SFUSD does not
intend to eliminate the Site Support and Core substitute programs. If
the programs are eliminated, it would be a violation of the UESF
contract and the collective bargaining process.
Rally at the Board of Education to Save Para & Sub Jobs

On Tuesday, April 14th the Board of Education will consider sending
layoff notices to dozens of paraprofessionals. The proposed layoff
notices would all but eliminate paraprofessionals from general
education in the SFUSD.

The paraprofessional layoffs come despite the commitment from the City
for the full Rainy Day Fund. UESF members who have worked for the
district for more than 24 years are in danger of getting laid off.

Though we are appreciative that the district has committed to rescind
most teacher layoffs, we are deeply concerned that para jobs are now on
the chopping block. As any classroom teacher can attest, general
education paraprofessionals are a tremendous asset in the classroom.

You can do your part to help save these paras' jobs and to support the
Core and Site Support substitutes by coming out to the Board meeting on
April 14th. UESF will meet in the auditorium of Civic Center Secondary
School (727 Golden Gate) at 5:00 p.m. to discuss the layoffs. At 5:30
we'll march to 555 Franklin, rally, and enter the meeting at 6:00 p.m.
Para layoffs are currently the only item on the agenda.
Rally at 555 Franklin to Save Para & Sub Jobs - Tues, April 14

Help save paraprofessional and substitute jobs! Attend the UESF rally
at the Board of Education this Tuesday. The Board will decide at their
Tuesday meeting whether or not to send layoff notices to dozens of
paraprofessionals. If they go through with the layoffs, it will all but
eliminate paraprofessionals from general education in the SFUSD.

The paraprofessional layoffs and the layoffs of Core and Site Support
substitutes come despite the commitment from the City for the full
$24.5 million from Rainy Day Fund. This is $1.5 million more than the
SFUSD had previously expected. The Federal stimulus bill will also pump
millions more into the district's budget.

On Tuesday the 14th, UESF will meet in the auditorium of Civic Center
Secondary School (727 Golden Gate) at 5:00 p.m. to discuss the layoffs.
At 5:30 we'll march to 555 Franklin, rally, and enter the meeting at
6:00 p.m. I hope you will join us.
Master Teacher Program Launches - $2,500 for Experienced Teachers

Applications Due April 22

I'm happy to report the launching of the Master Teacher Program in the
SFUSD. The program, part of Proposition A, is now recruiting
experienced teachers to help guide others in improving their practice
in the classroom.

The program is available in both the elementary and secondary levels.
Each Master Teacher will receive a $2,500 stipend. Different
arrangements for release time are in the separate job descriptions.

Turn in your completed applications to Miguel De Loza in the SFUSD
Academics and Professional Development Office by 5:00 p.m. on

AND POLICIES AND PROCEDURS IF IT INTENDS IN THE FUTURE TO DISP[OSE OF
SITE INSTRUCTIONAL MATERIALS AND EQUIPMENT. DUE TO THE MESS ,WHICH

MINJARES: ON APRIL 17TH, 2009, REPRSENTATIV NANCY PELOSI WILL BE
VISITING OUR SCHOOL SITE. WE WILL HAVE STUDENT PERFORMANCES AND
PRESENTATIONS TO DEMONSTRATE OUR SITES DIVERSITY. MAY BE VVEN A RALLY?
MAYOR NEWSOM MAY ALSO ATTEND. THIS IS ALL UP IN THE AIR AT THIS TIME.

Union Night at SF Giants - April 17 - Tickets Only $17


On Friday, April 17th the San Francisco Giants will host Union Night
at AT&T Park when they play the Arizona Diamondbacks. For only $17,
UESF members get a ticket to the game, access to a pre-game party with
live DJs, and one complimentary alcoholic or non-alcoholic beverage.

UESF has purchased a block of tickets for the game. To purchase one or
