DISCUSSION

· principal:
ABOUT GILBERT CHO. MAUFUS AWARE OF HIS HISTORY, FROM HER EXPERIENCES AT
THURGOOD MARSHALL AS PARENT AND PTSA PRESIDENT, G.CHOÕS PERFORMANCE
DURING OUTBURST WITH STUDENTS DESCRIBED BY MAUFUS TO THOSE PRESENT.
MUTUAL CONCERNS ABOUT HOW PERSON MOVED THROUGH SFUSD WITHOUT DETECTION
OR RESPONSE TO PAST AND ONGOING INCIDENTS.WHEN THIS PERSON RESURFACED
AT OUR SCHOOLO SHE NOTICED AND FOLLOWED PROBLEMS OUR SCHOOLS PROBLEMS.
HARPER BROUGHT INTO A DIFFICULT POSITION AND ENVIRONMENT, ACCORDING TO
OTHERS IN SFUSD MGMT, HARPER EXPRESSED INTEREST IN LEAVING THE SCHOOL
ACCORDING TO PERSONÕS WHO SPOKE WITH MAUFUS.MAUFUS BELIEVES GARCIA
TRIED TO CHANGE AND FIX THE PROBLEMS BUT A LOT HAS Happened since he
was principal here to do this.

· master schedule concerns:discussion
principal changed without discussion, consultation, or even attempting
to reach a consensus types of electives taught, persons teaching
reading and or electives classes, unilaterally changing sdc program
without agreement of teachers or parents/guardians. This year unlike
past years and practice, principal without discussion or meeting with
ubc put into place his own schedule using old template. Due to
conversations he had with staff throughout the year about their dealing
with the union and ubc , and an investigation of him he blamed
individual ubc members for obtaining, he retaliated against these most
vocal members by unilaterally and arbitrarily changing the sdc program,
involuntarily reassigning the sdc teachers, seventh grade science
teacher, and placing involuntarily and in violation of contract rsp
teachers in reading, placing other teachers in third period
reading/elective classes they are not highly qualified to teach,
removing teachers from classes they are highly qualified to teach and
have been teaching successfully for one or more years.

incidents with students:
· have been ongoing past three years. These have been documented and
communicated with little or nothing occurring to remedy the problem
· incidents presented and described as well as what was and wasnÕt done
by sfusd mgmt in response to allegations and students.parents/guardians
complaints.
· Several incidents over the years have been reported to cps, sfusd
administrators, student health, compliance officer, and even school
board members with little or nothing done in response.

Incidents with certificated/classified staff
· Substitute teachers still not being provided keys
· Counselor teaching class not provided with key
· Counselors made to teach peer resource class
· Faculty/staff arbitrarily harassed for tardies and absences where
others are/have been excused, and for attending approved and required
workshops
· Persons who go into principalÕs office without representation often
face harassment
· PrincipalÕs performance throughout the years has created a hostile
working environment for students and staff alike
· Counselors have screamed and yelled at students and staff and each
other in front of students, parents , guardians and visitors
· Teachers/sataff who support the principal have been allowed to leave,
come in late or behave however they want without incident or
correction.
· New teachers and staff have been told by principal and others within
his circle to stay away from and not become involved with union. Those
who become active in union at school have faced incidents of
principalÕs harassment, and arbitrary actions.
· One supporter of principal was allowed to write questionable if not
slanderous letters about one consultant our site deals with and one
security guard without facing any consequences for their actions.

Current concerns:

· normally when principal leaves they try to support incoming principal
to promote a smooth transition. It has been the opposite with this
principal:
· he has in a retaliatory manner unilaterally and arbitrarily changed
the sdc program and involuntarily reassigned these teachers, without
the teachers consent, consultation with ubc, informing or agreement of
parents/guardians and in violation of students ieps.
· Principal was not chosen through past best district practice of sfusd
leaving choice of ssc site selction committee trained by sfusd with
final decision by sfusd. Ms maufus surprised to hear that school was
not involved in the decision making process, when she was informed they
did participate in this principal decision. Members were concerned that
this means that the principal was chosen by the same two individuals
who chose mr cho and supported him without question the past four years
despite problems he was responsible for creating.
· Maufus then states had we be informed mr harper will not be returning
and a new assistant principal has been chosen. Members stae they are
upset and concerned about being told this because they had not been
informed or a part of the decision making process. Maufus stated she
was told that mr harper stated he would leave the district so he was
made assistant principal of willy brown , where she was told that he
still has close ties and wanted to return. Members repeated their
concern they were not informed about any of this and that the site ssc
selection process was bypassed to choose someone sfusd administrators
are happy with but the school community had no part in deciding. Ms
maufus stated her surprise that we did not participatge in this
decision or had not been informed who the person was, she stated she
would look in to this and get back to us.maufus asks us to discuss with
harper what process was used for him to make decision and to get back
to her on this. Stated she would like to speak directly to mr harper
about this process.

Discuusion with maufus:

· ms maufus stated that because of the problems our school has
experienced this year. Tony smith has informed her that he will take a
direct part in helping to facilitate a smooth transition next year by
providing any assistance and support we need.
· Ms maufus states the school board has also taken a direct interest
with what is happening at our school site and why it was allowed to get
to this point , before anything was done to make corrections. She also
questioned with how these changes were communicated after discussion of
the assistant superintendents letter regarding these changes. She
stated she would share our discussed and binder information with the
board for us to meet with them in closed session either june 19th,2008
or in julyÉ.members stated we wanted the school board to realize this
problem is systemic of middle schools as union grievances and
arbitration related to middle schools show, and that the problem is
directly related to the assistant superintendent of middle schools and
associate superintendent for their unquestioning support of principals
actions at schools such as ours.
· Ms maufus stated school board will not be a cheerleader for the
actions which have occurred to us and doesnÕt want obfuscation of
issues or actions to occur.
· Ms maufus stated tony smith and she would help with this transition
with the new principal and new assistant principal. Your site will be
provided with intensive support to help our site rebuild its
collaborative community. You will be given 5 minutes before the school
board goes to closed session
· Our issues will go into closed session
· She will let us know the exact date so we will be able to prepare
· Bring students, parents/guardians and staff
· Maufus and kim will be back in july
· She will talk to sanchez, jane, smith about our meeting
· We should meet with new administrators and tony smith to start a
positive dialogue . maufus will discuss this meeting with tony smith to
see when he is available to do this and will get back with us on a
meeting time when we may meet with tony smith and new administrators.
· Tells us to organize with parents, students and staff on presentation
about experiences, concerns, suggestions/demands
· States until then go on doing what we are doing. Says yes even if it
means complaints about the district or speaking with the press.
· She will let us know who we can speak with at sfusd about this and
when
· Next closed door session meeting will be june 19th, 2008 at 5:30pm
· C. maltby recorder
