J.GALGANO: REQUEST FOR UPDATE ON STAFFING AND LOCATION OF IN SCHOOL
SUSPENSION ROOM SINCE LAST UBC/ADM MEETING, BECAUSE IT STILLS SEEMS TO
BE ON THE PARK BENCHES IN THE ATRIUM.

M.HARPER: HAVE MADE STAFFING REQUEST TO COUNSELLING.AWAITING THEIR

M.HARPER: YES, BY THE NEXT MEETING.

J.GALGANO: THE UBC REQUESTED THE UPDATED BUDGET AND THE 2008-2009
BUDGET. DO YOU HAVE A COPY OF THIS FOR US.

G.CHO: WE HAVE NOT RECEIVED A NEW BUDGET YET. YOU HAVE THE NEW RAINY
DAY FUND OF 19 MILLION.SFUSD WAS PROVIDED THIS MONEY.

J.GALGANO: WE REQUEST THAT YOU PROVIDE US WITH A CIOPY OF THE 2008-2009
SCHOOL BUDGET WHEN YOU RECEIVE IT.

G.CHO: I PROVIDED MR HARPER WITH THE UPDATED STAFFING FOR
PARAPROFESSIONALS TO MR . HARPER. WE WILL BE GOING OVER THIS.

J.GALGANO: WE RECEIVED A COPY OF THIS FROM MR HARPER

J.GERBER: APPROVED FACULTY/UBC MASTER SCHEDULE PROPOSAL INCLUDEDTHAT
ALL TEACHERS WOULD TEACH THE SAME GRADE LEVEL SUBJECTS THEY ARE
CURRENTLY TEACHING THIS YEAR FOR THE 2008-2009 SCHOOL YEAR. WILL YOU
GIVE US SOME CONFIRMATION THAT THIS SCHEDULE REQUEST WILL BE CONTINUED
NEXT YEAR.

A.BROWN: I DO NOT UNDERSTAND THE CONNECTION BETWEEN OUR REQUEST FOR AN
AGREEMENT ON THE MASTER SCHEDULE AND CLASS LISTS PLEASE STATE THE
CORRELATION AND WHY WE CANNOT AGREE TO A MASTER SHCEDULE AT THIS TIME.

G.CHO: THIS WILL BE DEPENDENT ON CLASS LISTS AND GRADE LEVEL REVIEW AND
ASSIGNMENT OF STUDENTS TO CLASSES ACCORDING TO CLASS LISTS.WE CANNOT
MAKE A DECISION ON THIS UNTIL WE RECEIVE THE CLASS LISTS.

A.BROWN: WHAT WE ARE REQUESTING IS THAT WILL TEACHERS WHO TAUGHT
SUBJECTS THIS YEAR AT THEIR CURRENT GRADE LEVELS . TEACH THE SAME
CLASSES AND GRADE LEVEL SUBJECT AREAS NEXT YEAR.

G. CHO: CLASS LISTS AND THE MASTER SCHEDULE GO HAND IN HAND. WE DO NOT
HAVE ANSWERS YET ON IF WE WILL HAVE FULL TIME OR PART TIME TEACHERS
TEACHING CERTAIN CLASSES AT DIFFERENT GRADE LEVELS NEXT YEAR. EXAMPLE
GIVEN OF 8TH GRADE MATH SCIENCE CLASS….ETC. FUNDING LIMITS , LAY OFFS,
TEACHER TURNOVER, REQUESTS WE HAVE RECEIVED FROM TEACHERS, AND CLASS
LISTS FOR NEXT YEAR WILL ALL HAVE INFLUENCE ON THIS . THE MAATER
SCHEDULE IS DRIVEN BY STUDENTS AS ARE ASSIGNMENTS AND ELECTIVES. MR
GALGANO,PLEASE SHARE YOUR SCHEDULE WITH US FOR REVIEW.

J.GALGANO: IT WILL BE SENT TO YOU. CAN WE THEN TENTATIVELY SCHEDULE AN
ADDITIONAL UBC/ADM MEETING MAY 16, WITH THE ONLY TOPIC BEING RESOLVING
THE MASTER SCHEDULE FOR NEXT YEAR.THEW QUESTION WHICH SHOULD BE
ANSWERED IS THAT OF THE TEACHERS WHO WILL BE RETURNING WILL THEY BE
TEACHING THE SAME SUBJECTS AT THE SAME GRADE LEVEL.

A.BROWN: IT IS VERY DIFFICULT FOR A TEACHER TO SWITCH EVEN GRADE LEVELS
AS I FOUND THIS YEAR. THUS TEACHERS SHOULD BE ALLOWED TO TEACH THE SAME
SUBJECT AT THEIR CURRENT GRADE LEVEL ,IF STUDENT SUCCESS IS OUR
PRIORITY.SO WE NEED THIS CONTINUITY TO MAINTAIN AND IMPROVE SUBJECT
MATTER.

G.CHO: I UNDERSTAND THE DIFFICULTY AND I HAVE NO PROBLEM WITH THE MAY
16 UBC/ADM MEETING

J.GALGANO: IT WAS STATED THAT I CHANGED THE MAY PROPOSED CPT CALENDAR.
I DID NOT THE THE ADMINISTRATOR AND THE UBC AT OUR LAST UBC/ADM MEETING
AGREED TO MOVE THE GRADE LEVEL MEETINGS FROM THE FIRST TUESDAY OF MAY
TO THE THIRD TUESDAY IN MAY TO AVOID HAVING MEETINGS DURING TEST WEEK.
IF YOU WANT TO CHANGE THAT BACK THEN REQUEST TO MOVE IT BACK.

G. CHO: LET MR HARPER, YOU AND I REVIEW THIS CALENDAR FOR MAY

J.GALGANO: ANOTHER CONCERN THE PAST TWO WEEKS AHS BEEN PARENT CONDUCT
EITHER ACCOSTING STAFF IN THE PARKING LOT ,CALLING TEACHERS AND MAKING
THREATENING REMARKS ON THE PHONE DURING CLASS TIME, OR ENTERING
CLASSROOMS WITHOUT NOTICE OR TEACHER PERMISSION AND THEN DISRUPTING THE
CLASSROOM. PARENTS MUST BE INFORMED OF APPROPRIATE WAYS TO MMET AND
CONDUCT THEMSELVES AS WELL AS THE LAWS PROTECTING TEACHERS FROM THESE
DISRUPTIONS AND ASSAULTS.

M.HARPER: I BELIEVE A MORE POSITIVE APPROACH ALONG WITH THIS
INFORMATION SHOULD BE DEVELOPED AND COMMUNICATED.

J.GERBER: WE SHOULD DEVELOP A SHEET WHICH DESCRIBES THE STEPS TO
MEETING WITH PARENTS DURING SCHOOL TIME, AFTER SCHOOL AS WELL AS THE
WAY TO CONDUCT THEMSELVES IN FRONT OF STUDENTS SO IT WILL NOT DISRUPT
THE CLASSROOM.

J.GALGANO: MR HARPER WILL YOU WORK WITH MS GERBER AND MYSELF TO CREATE
THIS SHEET TO PRESENT AT OUR NEXT UBC/ADM MEETING.

M.HARPER: YES, I WILL WORK WITH YOU BOTH ON THIS PARENT REMINDER.


J.GERBER: WE HAD A MAILING FROM A PARENT REGARDING WHY WE DID NOT APPLY
FOR THE GRANT FOR A WELLNESS CENTER AS PASSED IN OUR NEW SCHOOL SITE
PLAN.

J.GALGANO: IT WAS STATED BY THIS PARENT WE WOULD HAVE RECEIVED TWO
L.S.P. STAFF PERSONS AND A SCHOOL NURSE IF WE AGREED TO THIS GRANT.

J.GERBER: WOULD YOU PLEASE EXPLAIN WHY OUR SCHOOL SITE DID NOT APPLY
FOR THIS WELLNESS CENTER GRANT.

G.CHO: I CHOSE NOT TO AGREE TO IT BECAUSE IT REQUIRED US TO PROVIDE
SPACE OF CERTAIN DIMENSIONS, AND OTHER STRICT REQUIREMENTS I DECIDED WE
COULD NOT MEET THIS YEAR.

UESF/SFUSD CONTRACT ARTICLES REGARDING MASTER SCHEDULE FOR UPCOMING
SCHOOL YEAR

9.3.1.2 The allocated staff will be assigned to each school site in a
manner which
achieves as nearly as possible the class goals listed in Section 9.5.

9.3.1.3 No later than March 15th the UBC and the principal at each
school will
meet to review the projected staff allocation numbers and the
utilization of
the assigned staff for the next school year.

9.3.1.4 The Union Special Education Committee and the Special Education
Department Director shall meet periodically to review the projected
allocation numbers and utilization of the assigned staff.

9.3.3 In order to implement and facilitate the planning process and to
minimize
some of the uncertainty and confusion at the beginning of a year that
may
adversely affect staff morale and also impede the maximization of
District
services to students, the Union and District understand that the
following
sequence of District activities and Union / District consultations
shall occur. It
is acknowledged that the targeted dates are not hard and fast. If
unusual or
unforeseen circumstances occur or legal constraints mandate, such dates
may
be subject to adjustment by the District, in consultation with the
Union.

9.3.3.5 By March 15th, staffing allocations for the following year are
provided to
the schools, with copies provided to the Union; these allocations may
reflect District layoff plans for August, if any.

9.3.3.7 By May 15th, a second voluntary transfer request process,
pursuant to
Article 15, Staffing and Assignment, of the Agreement, is conducted for
the following school year, but prior to the end of the current school
year;
the District and the Union may mutually agree to cancel/postpone said
process.

9.3.3.8 By May 25th based upon the projections and allocations
described herein,
the preliminary master programs and elementary class lists are prepared
at each site by the administration in consultation with the UBC and
distributed to the staff.

9.3.3.9 By August 15th, staffing allocations and student schedules may
need
revision based upon shifting enrollments or State funding decisions and
their impact on SFUSD; the Union shall be kept informed of the major
developments related to these late funding decisions by the State. Upon
the written request of either party following the budget adopted by the
State, the parties shall meet and consult regarding possible changes in
the
staffing allocation ratios for the coming school year in conjunction
with
negotiations on any unresolved cost items.

9.3.3.10 Classes shall be balanced as quickly as administratively
feasible by
September 15th. The Assistant Superintendents, in consultation with site
and program administrators, will give due consideration to the
possibility
of capping school and class enrollments; the UBC shall have input on
such
site decisions.

15.1.3 Reassignment is a subsequent change from grade level in
elementary school;
and department to department, or at least 50% change in class subjects
assigned at the middle school or high school levels. In the case of an
itinerant
teacher, it is a change in school assignment or additional school
assignments.
(See Section 31.9.3 for RSP teachers.)

15.1.4 A consolidation is an involuntary transfer for the reason that
there are more
permanent teachers assigned to a site or program than the teacher
allocation
can support.

15.2.1 All teachers employed by the San Francisco Unified School
District are
district employees, and their initial assignment shall be determined by
the
District in accordance with law.

15.2.2 Probationary teachers shall normally fulfill their full two (2)
year probationary
period in the same assignment.

15.5.1 Involuntary transfers shall not be punitive in nature and shall
be based on
legitimate, educationally-related needs of the District.

15.5.2 Selection of tenure-track teachers to be consolidated shall be
based on District seniority, credentials, and qualifications, and shall
be consistent with the
principle of maintaining or improving the racial and ethnic balance at
each school site consistent with the racial and ethnic balance of
members of the bargaining unit. In the event a permanent teacher
replaces a teacher on leave for a period of one year or less, the
teacher is assigned to the school only for the term of the leave and
shall not have retention rights under this section.

15.6 Reassignments — In the event that program needs necessitate a
reassignment of a tenure-track teacher, volunteers shall be sought and
considered from among the teachers at that school who have the
requisite credentials and meet the necessary qualifications. If no
volunteer is selected the administration shall make the necessary
reassignment based on District seniority, credentials, qualifications,
and special skills.

25.1 At the site the duly elected Union Building Committee (UBC),
designed to
represent both UESF bargaining units, is responsible for implementing
and
enforcing provisions of this Agreement. The duly elected Union Building
Representative shall serve as the chair of this committee.

25.3.6 The UBC at each site shall have timely access to all pertinent,
nonconfidential
information available to site administration regarding staffing,
assignment, programming, facilities management and planning, staff
development, and budgeting, and including timelines and deadlines as
set by
district administration.

25.3.7 The UBC shall meet with site administration to share information
and ideas
with the goal of achieving consensus agreement on matters of mutual
concern
regarding the operation of the site including staffing, assignment,
programming, facilities management and planning, staff development, and
budgeting, and including timelines and deadlines as set by district
administration, and all other matters pertaining to school policy and
operations.

27.12 Lead teacher
27.12.1 This procedure is to be used at all sites. All Lead teachers
and substitute lead teachers shall earn the differential pursuant to
Article 11.13.

27.12.2 No later than April 15th, of each school year site managers are
to notify each
teacher of the open lead teacher and substitute lead teacher
position(s) and
make available to eligible teacher the job qualifications, job
description and
list of responsibilities.

27.12.3 Interested eligible teachers shall submit a statement to the
site manager
indicating their desire to be considered for a position.

27.12.4 The site manager will meet with each teacher who submitted a
statement of
interest to discuss the position and the teacher's qualifications, and
to answer
any questions.

27.12.5 The site manager will then make a selection and notify all
interested teachers.
