UBC MEETING 10/9/07 MINUTES/SUMMARY

UBC MEMBERS AND ALTERNATES PARTICIPATING:

BUILDING REPRESENTATIVE UPDATES:

· UBC MET THURSDAY TO PREPARE FOR UBC FOR THE UBC/ADM MEETING AND
PROMOTE RESOLUTION OF OUTSTANDING EVALUATION AND DISCIPLINE CONCERNS OF
SITE MEMBERSHIP.
· UBC/ADM MEETING CANCELLED BY PRINCIPAL
· UBC SUBCOMMITTEE ON DISCIPLINE MET TO DISCUSS WAYS TO RESOLVE SITE
MEMBERSHIP DISCIPLINE CONCERNS. THE UBC MET AND DISCUSSED AND DEVELOPED
POLICIES TO BE IMPLEMENTED BY ALL FACULTY THROUGHOUT THE SITE
UNIVERSALLY.
Universal classroom rules were reviewed and according to past faculty
concerns it was agreed that the time outs, their duration and number
would be left up to the discretion of individual teachers. Will be
reviewed at Tuesdays ubc meeting
Article 22 allowing teacher to immediate suspend over rides all of
these when the teacher beliefs disruptive defiance requires immediate
response to allow other students learning not be disrupted.

TIMEOUTS WOULD BE USED AND IMPLEMENTED BY EACH INDIVIDUAL TEACHER
ACCORDING TO THEIR RESPECTIVE STUDENT POPULATIONS AND ACCORDING
IMMEDIATE NEEDS OF EACH LESSON EACH SCHOLL DAY.

Buddy room
· It was agreed that in most circumstances buddy rooms should be in
close proximity to each other to prevent hallway disruptions.
· There should be flexibility in cases where special Ed and general Ed
teacher have an agreement or in case of absence of teachers. No student
should be sent to a buddy room when teacher is absent.
· Security guards must constantly patrol classroom areas through out
school day and look in on teachersÕ classes occasionally to show a
presence.
· The administration must provide a detention room and staff it with
peer resource person, security guards, student advisors only using
counselors as a last resort. Location of buddy room must be within
building as in room 101 if possible.
· The library is not a buddy room, nor place to send disruptive
students without librarianÕs permission.
Brainstorm with faculty/staff
· Develop what equals lists of what constitutes disruptions and
defiance warranting referral and/or suspension

· Site emergency policy and responses need to be revised according to
contract. Faculty and staff must be involved in the development and
implementation of these policies and procedures according to contract.

· This has not occurred the past two years at a time when our staff has
changed by 10 members in 2006-2007 and by 11 members for 2007-2008.
Sfusd and site must provide necessary training and professional
development for our site to provide a safe and healthy worksite.
Writing names under titles of emergency site responsibilities does not
provide this coverage or compliance.

· IT WAS AGREED MS BROWN AND MS GERBER WOULD FACILLITATE THE
BRAINSTORMING ACTIVITY.

· MEMBERS URGED TO ATTEND AND PARTICIPATE IN UESF CALENDARED MEETING
AND EVENTS IF THEIR WORKLOAD ALLOWS THEM TO DO THIS.

BRAINSTORMING ACTIVITY QUESTIONS AND AGREED TO RESPONSES

WHAT INCIDENTS OR STUDENT ACTIONS CONSTITUTE A LESS SERIOUS INFRACTION:
· CURSING
· INCIDENTAL DISRUPTIONS
· UNIVERAL CLASSROOM RULE VIOLATIONS (UNLESS DISRUPTIVE AND DEFIANT AS
WELL AS REPRETIVE IN NATURE)

WHAT INCIDENTS OR STUDENT ACTIONS ARE SERIOUS IN NATURE AND WARRANT A
REFERRAL OR SUSPENSION:
· CUTTING CLASS: BEYOND TEN MINUTES ALLOTTED
· CUTTING CLASS WALKING OUT OF CLASS WITHOUT ADULT PERMISSION.
· WITH QUALIFICATIONS FOR SPECIAL EDUCATION STUDENTS TO ADDRESS
BEHAVIOR INTERVENTION PLANS, DISABILTY, AND SPECIAL EDUCATION TEACHER
CONCERNS.
· CURSING AND OPEN DEFIANCE WITH TEACHER AND STAFF IN CLASSROOM
· SLURS DIRECTED TOWARDS INDIVIDUALS AND/OR GROUPS OF INDIVIDUALS
DURING CLASS TIME
· OPEN DEFIANCE OF AUTHORITY DISRUPTING THE LEARNING ENVIRONMENT
· HIITNG STUDENTS EVEN IF DONE WITHIN PLAY FIGHTING SCENARIO IN
CLASSROOM
· VANDALISM OF INDIVIDUAL OR SCHOOL PROPERTY
· STEALING
· DEFACING SCHOOL PROPERTY

WHAT SHOULD HAPPEN WHEN A STUDENT IS REFERRED TO THE COUNSELLING OFFICE:
· STUDENTS SHOULD BE REQUIRED TO WRITE INCIDENT REPORTS AND OR
REFLECTIONS OF WHAT THEY DID TO LEAD TO THEIR REFERRAL
· AFTERSCHOOL DETENTION SUPERVISED BY AVAILABLE ONSITE AND AFTERSCHOOL
STAFF
· REQUIRING REFERRED STUDENTS TO COMPLETE SECOND STEP LESSONS
SUPERVISED BY PEER RESOURCE AND OTHER STAFF PERSONNEL
· RESTRUCTURE COUNSEELING OFFICE AND PLACE STUDENTS NEEDING ASSISTANCE
IN COUNSELLING OFFICE
· REFERRED STUDENTS SHOULD BE PLACED IN ROOM 101 TO COMPLETE INCIDENT
REPORTS, WRITTEN REFLECTIONS AND/OR SECOND STEP LESSON WORKSHEETS TO
PROMOTE DEVELOPMENT OF APPROPRIATE BEHAVIORS.

INDIVIDUAL FACULTY EXPRESSED CONCERNS ABOUT BATHROOMS BEING LOCKED IN
BUILDING A VILATION OF HEALTH CODE AND WILLIAMS LAW. IT WAS STATED THE
LOCKING OF THESE RESTROOMS LEAD TO PROLONGED ABSENCES FROM CLASSROOM
WHILE STUDENTS SEARCHED FOR AND OPEN ROOM.

MANY FACULTY AGREED THAT SECURITY GUARDS SHOULD CONSTANTLY PATROL
HALLWAYS THROUGHOUT SCHOOL DAY TO CLEAR HALLWAYS OF STUDENTS WITHOUT
PASSES.
